It is common for campaign advisors to hold talks with as many stakeholders as possible. Like it or not, the opponents of Israel have the right to adress their concerns. Obama is a bright man, the move to bring in Emanuel. He is an active Israelite, although American but in the end, Obama wants to bring peace to the Middle East and Emanuel will serve this purpose. His appointment will make it easier to sit with the other stakeholders in the Middle East.
